The three permit stages
- Preliminary permit: approves the project concept, before any construction begins.
- Installation permit: clears the start of construction, following what was approved.
- Operating permit: clears actual operation, after confirming everything is compliant.

The permitting process forces a company to think about environmental impact before acting, not after — and it provides legal certainty for whoever is investing in the project.
